Last week, Trump stunningly fired FBI Director James Comey, who was overseeing the Russian Federation probe.
In a statement on Wednesday, Trump said an investigation will confirm that "there was no collusion" between his campaign and Russian Federation. "It appears to me now to be considered a criminal investigation", Graham said.
During his tenure as director of the Federal Bureau of Investigation, from 2001 to 2013, he served both Republican and Democratic administrations, overseeing a shake-up of a huge bureaucracy blamed for missing evidence that could have prevented the September 11, 2001 attacks, and earning high respect from both parties. In a written statement shortly after Mueller's appointment was announced, Trump said a thorough investigation will confirm "there was no collusion between my campaign and any foreign entity".
Both incidents have prompted concerns from Democrats and some Republicans about the FBI's investigation. The American people have a right to the truth, free from the Trump Justice Department's efforts to silence it.
The order to appoint Mueller was signed Wednesday by Rosenstein, drawing for only the second time in history on a regulation granting the attorney general the authority to appoint a special counsel.
Not quite everybody. While Trump tweeted and voiced his indignation at the White House, Deputy Attorney General Rod Rosenstein, who appointed an independent special counsel to lead a heightened federal Trump-Russia investigation the day before, briefed the entire Senate behind closed doors at the Capitol.
"I think it was the right thing to do and I believe they saw it as the right thing to do otherwise they're going to have a fight and it's not worth the fight", Feinstein said. Still, he is not subject to the day-to-day supervision of the Justice Department.
Rosenstein has been overseeing the investigation because Attorney General Jeff Sessions recused himself after failing at his Senate confirmation hearing to disclose his meetings with Russia's ambassador past year.
Q. What's the difference between a special counsel and a special prosecutor or an independent counsel?
Sen. Richard Burr, R-N.C., chairman of the Senate intelligence committee, called the appointment a "good decision".

Clinton's former spokesperson, Brian Fallon, also weighed in, saying Mueller "has Jim Comey's independent streak, minus Comey's lust for the spotlight". Trump wrote, misspelling the word counsel as he referred to former President Barack Obama and former presidential candidate Hillary Clinton. "And numerous questions he declined to answer came down to his concern of whether he might interfere with the investigation by Robert Mueller". And House and Senate investigators had invited Comey back to Congress to explain what happened - although Utah Rep. Jason Chaffetz declared on Twitter that he had trouble finding Comey to invite him to testify to the oversight committee he chairs. "I greatly appreciate you informing me, on three separate occasions, that I am not under investigation", Trump said. He will resign from his private law firm WilmerHale to avoid any conflicts of interest, the Justice Department said.
Collins says Mueller's appointment won't stop the Intelligence Committee's investigation.
The media conference was the first time the President had faced questions since the Justice Department named a special counsel to probe Russia's involvement in the 2016 election.
A similar appointment came in 2003 when the Bush Justice Department turned to Patrick Fitzgerald, then the top federal prosecutor in Chicago, to investigate who leaked the identity of Valerie Plame, a covert Central Intelligence Agency officer.
They want a bipartisan, independent commission to do the investigation.
"This takes the politics out of it, hopefully. We've discussed this before", Spicer told reporters.
The justice department will provide staff that can work for Mr Mueller, and he can also ask for specific people from both inside and outside the department.
In a pair of early morning tweets, the president raged against perceived hypocrisy regarding his former campaign rival and his White House predecessor, writing "With all of the illegal acts that took place in the Clinton campaign & Obama Administration, there was never a special counsel appointed!"
