Hours earlier US President Donald Trump, in his toughest comments yet, told the Wall Street Journal that the crown prince bore ultimate responsibility for the operation that led to the Saudi journalist's killing.

"They had a very bad original concept".

Trump repeatedly said that Washington would not be axing its arms deals with the Saudis, which are worth billions of dollars. "But there should have never been an execution or a cover-up because it should have never happened".

"The ideal thing for Trump to do is recognize that Mohammed bin Salman is weakened by the outrageous murder of Khashoggi", said Indyk, who argues that the one threat to the crown prince's survival is if the U.S. tells Saudi Arabia's King it can not work with his heir apparent.

"The incident was very painful for all Saudis".

"The problem with stopping selling arms is that it doesn't have any effect on the ability of these countries to behave in the way that they want to because there are plenty of other sources of arms procurement", he said. Riyadh also said that 18 people had been arrested over their involvement in the incident.

Speaking at an investors' conference Riyadh that has been overshadowed by the crisis, bin Salman said those responsible for the killing would be brought to justice.

The British decision on visas follows similar measures taken by the US.

"These penalties will not be the last word on this matter from the United States", he added.

"We are determined not to allow any cover up of this murder and for all those responsible from those who gave the command to those who executed it - not to escape justice", he said.

However, legislative attempts to halt USA arms to Saudi Arabia have failed in the past.

"The Home Secretary is taking action against all suspects to prevent them entering the UK".

On Monday, CNN received surveillance videos from a senior Turkish official that showed a member of the 15-person Saudi squad dressed in Khashoggi's clothes the same day the journalist went missing. "That was a awful thing that happened", Trump said.

The Khashoggi case has also embarrassed the Trump administration, which regards the crown prince as one of its closest Arab allies and Saudi Arabia as a cornerstone of a USA strategy to counter Iran.

Also on Tuesday, U.S. Vice President Mike Pence said in an interview with The Washington Post, which Khashoggi used to work for, that the United States will continue to dig up the truth about the death of the 59-year-old journalist.

President Recep Tayyip Erdogan said Friday that the Saudi official will meet Turkish prosecutors during his visit. Saudi Attorney General Saud al-Mojeb said investigators had concluded that Khashoggi's killing was a premeditated crime after reviewing evidence presented by Turkish officials as part of a joint investigation, according to a statement on the state-run Saudi Press Agency.

The Anadolu agency initially reported the Saudis had denied permission for it to be searched, only for broadcaster NTV to say later that permission had been given.

It later acknowledged that he had in fact been murdered, as Turkish officials said all along.

Erdogan announced that Khashoggi's "ferocious murder" had been "planned", rejecting the Saudi explanation of his death occurring due to a brawl within the consular premises. The kingdom first denied any involvement in the disappearance, but amid mounting global pressure, acknowledged that he had been killed at the consulate in a rogue operation.
